Thakur Singh, son of Sher Singh of Ikolata village,
Ludhiana District was employed as Sitary Inspector on the Canton
Kowloon Railway. He speaks and writes English well. These proceed-
-ings are the result of the stoppage by the Censorate of a very
seditious letter. This letter was written by Thakur Singh at Canton,
it was sent by Registered letter post to B.2. Jakhi, the well known
seditious lender Bhagwan Singh, and addressed to San Francisco. The date of posting at Canton was love:ber 17th., 1914. It reached Son Francisco on December 20th., 1914. Another letter, also in these papers was sent by Hewn Singh, Chief of Police on the French Concession at Canton dated November 14th., 1914, to Jakh nt Sam
Francisco. This letter is referred to in the case of Lewn Singh who has already been deported to Calcutta by the "Hem Sang". These two letters were delivered to P.C.B. 330, probably the Cadhr Offices.
Both letters were opened and fastened by pieces of paper with part of names printed on them, they were evidently put in another cover and forwarded to Bengkok. Bhagwan Singh had however not gone to Bangkok but to Manila, andthese two letters were put into another cover, posted at Bangkok on April 21st., 1915, addressed to B. 5. Jakh at Manila. They were opened by the Censor of the Hongkong Fost office. This shows that there could be no question of planting
an to the Government, so as to have revenge on Thakur Singh.
A letter was received on May 19th. from the Director of Criminal Intelligence Simla No. 1217 of April 22nd., stating that Thakur Singh was being allowed to return, and informing me that during his stay in India his character was not free from suspicion.
The story of writing the letter for some one else, was a pure fabrication. It is of little use making out that he was loyal
at the time of the Delhi Burbar. At that time Bhagwan Singh was
also apparently loyal.
It appears to be a very bad case, and I recommend deporta- -tion, and would suggest an escort.
